8/18/2025—Magistrates approved the 2025 property tax rates at the regular meeting of Breckinridge Fiscal Court Monday morning.  The real and personal property tax rate is 11.1 cents per $100 assessed valuation, which is the same rate as last year.  A public hearing on the tax rate was held, but no one spoke.  In a related matter, magistrates approved Public Library tax rates.  The real and personal property tax rate is 6.5 cents per $100 assessed valuation, and the motor vehicle rate is 3.0 cents.

In other business, magistrates approved a motion to amend the current alcohol beverage control ordinance.  The amendment would allow establishments to open on Sundays between 1:00pm and midnight and extend weekend closing hours from midnight to 2:00am.  The motion passed in a 7-0 vote.  The first reading of the ordinance will be presented at the September meeting.  Sheriff Billy Richardson said he was not opposed to the amendment, but told magistrates to expect additional costs related to the extended hours.

Magistrates approved the second reading of an ordinance amending the budget by $128,193.13.  The changes come from an industrial development grant, a KY250 grant, and opioid settlement funds.

Magistrates approved a resolution accepting flex funds from the Kentucky Transportation Cabinet in the amount of $294,284.  The following roads will be repaired: 3.235 miles of County Road 1196(Centerview-Rough River Lane); 1.392 miles of county Road 1255A(Fernwood Lane); 1.700 miles of County Road 1443(Flood Road); 1.800 miles of County Road 1104(Hobbs Road); 1.780 miles of County Road 1069(JB Ball Lane); 1.250 miles of County Road 1429(Old Amos Stephensport Lane); and 0.465 miles of County Road 1388(O’Reilly Tate Lane).

Magistrates approved a motion to create a separate checking account for the KY 2500 grant.  Judge Executive Maurice Lucas and Ian Brockman will be co-signees.

The Road Viewing Report of 0.195 miles of Saint Clair Lane Extension was approved.

The annual litter abatement grant was approved.

No bids were received on a Maytag washer, and it was declared as salvage.

The Sheriff’s Department received 1099 calls for service in July.

The Detention Center inmate population is 197.

Judge Lucas introduced Justin Frazier, the new County Emergency Management Director.  Magistrates approved a motion to employ him effective August 4 at a salary of $40,000 per year.  He was also appointed as the the county’s application agent for the county government’s public assistance claim with FEMA. Frazier said he was working on planning, coordination and public communication.  Frazier also said he was getting damage assessments in the county from April and May flooding.

Isaac Jeffries, Pesticide Regulatory Specialist with the Kentucky Department of Agriculture, addressed the Court.  He outlined licensing requirements for road department employees who spray roadside right of ways.

The Road Department is currently digging out roads in preparation for chip and sealing.  Magistrates approved a motion to adjust a Road Department employee’s pay.  Second District Magistrate Shane Beavin asked the Court to consider rebidding tree removal on US 60/Carmen Lane.
