7/7/2025—The Irvington City Council approved a motion to enter into an agreement with Bluegrass Engineering for services on the Industrial Park project at their regular meeting Monday evening.  The project calls for construction of 1,100 feet of 6-inch water line and 1,100 feet of 2-inch sewer line.  The total estimated cost is $250,000, which includes engineering fees of $56,000.  Breck United has received $99,000 from the Kentucky Product Development Initiative for the project.  They hope to receive additional funding.

In other business, Paul Reynolds, with Bluegrass Engineering, said the Kentucky Infrastructure Authority has denied the use of excess funds from the Lon Dowell Water Main Extension Project to rehabilitate manhole covers.  He said the city may use the $33,238.27 to repair leaks in the glass lined water tank.  Reynolds said his company will develop a project profile on the tank rehabilitation project at no cost to the city.

Councilwoman Rhea Ballman asked the Council to amend the current nuisance ordinance to shorten the timeline for tall grass violations.  Mayor Charles Douglas Lucas said an amendment would be prepared for the August council meeting.

The Council approved a motion to cash Fire Department Certificates of Deposit totaling $27,000.  The funds would be used to remediate the Frymire property, which the city hopes to purchase for a new Fire/Police Department complex.  The funds would be reinvested if the property is not purchased.  The Council also approved a motion to have a Phase 1 Environmental Site Assessment of the property at a cost of $1,950.00.

City Maintenance Director Chris Lucas said a septic tank has been installed on Union Street.

The Council approved three new business licenses: Sarah and Group Realty, ReMax Integrity, and S and S Construction.

The Fire department made 24 runs in June.

The Council discussed installing internet at Eva Carmen Park.  William Ditto thanked everyone for a successful fireworks show at the park on June 28.  He said playground equipment will be installed at the park on July 12.  He would welcome community volunteers.  He said a wiffle ball tournament will be held on July 12.
