Breckinridge Circuit Court-Division 1

5/20/2026—Division 1 of Breckinridge Circuit Court with Judge Bruce Butler met Wednesday.

Ryan A. Spence, 46, pleaded not guilty to flagrant non-support.  A pre-trial conference was scheduled for July 22.

McClane Ward, 35, pleaded not guilty to 1^st degree possession of a controlled substance(meth), 1^st offense/enhanced and operating a motor vehicle under the influence of a controlled substance, 1^st offense.  A pre-trial conference was scheduled for July 22.

Connie L. Fraze, 52, pleaded not guilty to 2^nd degree assault/domestic violence; 1^st degree wanton endangerment; leaving the scene of an accident/failure to render aid; resisting arrest; 3^rd degree escape; and operating a motor vehicle under the influence of alcohol.  A pre-trial conference was scheduled for July 22.

Jason O. Dowell, 40, pleaded not guilty to 1^st degree trafficking in a controlled substance(meth), 1^st offense and 1^st degree promoting contraband.  A pre-trial conference was scheduled for July 22.

Travis L. Dowell, 34, was sentenced to 18 months in prison, diverted for three years, for 1^st degree possession of a controlled substance(meth), 1^st offense.  In another case, he was sentenced to 18 months in prison, diverted for three years, for 1^st degree possession of a controlled substance(meth), 1^st offense.  The sentences will run concurrently for a total of 18 months.

Boris T. Drane, 37, was sentenced to 25 years in prison for murder; 25 years for kidnapping/victim death; 365 days for abuse of a corpse; and ten years for tampering with physical evidence.

Carl T. Waters, 44, was sentenced to five years in prison on each of two counts of 3^rd degree rape; ten years on each of two counts of 1^st degree sodomy; and five years on each of three counts of 1^st degree sexual abuse.  The sentences will run concurrently for a total of ten years.
