Breckinridge Fiscal Court

4/20/2026—Magistrates approved the first reading of an Animal Control ordinance at the regular meeting of Breckinridge Fiscal Court Monday morning.  The ordinance updates the current ordinance and is not intended to hinder or restrain the livelihood of livestock producing farmers.  In a related matter, magistrates approved the Animal Shelter price list.

 

In other business, Judge Executive Maurice Lucas gave each magistrate a copy of the 2026/27 Fiscal Year budget.  No action was taken.

 

Magistrates heard a presentation from two insurance representatives regarding renewal of employee health insurance.  No action was taken.

 

Magistrates approved a motion to remove 0.195 miles of Saint Clair Extension Lane from the county road maintenance system.  A public hearing on the matter was held prior to the regular meeting, but no spoke.

 

In personnel matters, Chase Taylor and Ariana Morgan were hired as dispatch employees.  They will each be paid $14.00 per hour.  Kevin Wood and Ashly Kinnison were hired as full-time Road Department employees, and Ronnie Robinson was hired as a full-time seasonal Road Department employee.  They will each be paid $19.11 per hour.

 

Magistrates approved budgets for the Public Library and the Extension Board.  The library budget is $1,102,100.00.  The County Extension Board anticipates income of $1,083,525.71 and expenditures of $1,078,918.71.

 

Faye Dowell was reappointed to the Breckinridge Health Hospital Board.

 

Magistrates approved interlocal agreements with Hardinsburg, Irvington, and Cloverport.

 

Laslie Lawn Care was awarded the bid to mow the Judicial Center.  The bid was $125.00 per mowing with an additional $15.00 charge for fuel.

 

Magistrates approved a resolution to transport non-public school students.  Fiscal Court will be reimbursed by the state.

 

Magistrates approved a motion to open a Transient Room Tax checking account.

 

The Court heard a proclamation declaring May 7 as a National Day of Prayer.

 

At the beginning of the meeting, Pat Henderson presented the annual Soil Conservation Office report.  He said county farmers have received $4,708,434 covering 50,950 acres.

 

The Detention Center population is 183.

 

The Sheriff’s Department received 1,241 calls for service in March.

 

The Road Department is working on road dig outs.  The department hopes to complete black topping by June 1.

 

Diane Morris addressed the Court regarding a road problem.  After several minutes of discussion, the Court agreed to bid for patching services to resolve the issue.  Magistrates also discussed the use of Road Department employees to paint the pool at the Community Center.  Several magistrates said the employees should not be required to do that, but Judge Lucas said the time they worked there was less than 20 hours annually.
