OWENSBORO (02/24/26) — Owensboro Police say the second victim of a deadly hit-and-run last Wednesday has died from his injuries. The Daviess County Coroner’s Office says the second victim has been identified as 53-year-old Jerry Mounce. Authorities say a female pedestrian who was also killed in the hit-and-run was 39-year-old Amanda Foster. The accident happened a week ago near the intersection of Frederica Street and Fulton Drive. 21-year-old Anderson Xol (zhol) was initially charged with murder and assault. It’s expected authorities will now upgrade the assault charge to murder.
