Breckinridge County Grand Jury

10/14/2025—The Breckinridge County Grand Jury met Monday, October 13, and returned nine indictments.

Nelson Rosado, 44, Rocky Mount, NC. Was indicted for 2^nd degree assault; 2^nd degree criminal mischief; leaving the scene of an accident/failure to render aid; 3^rd degree terroristic threatening; and two counts of 2^nd degree wanton endangerment.

Clevis D. Gray, 32, Louisville, was indicted for 1^st degree possession of a controlled substance(meth), 1^st offense; 1^st degree wanton endangerment; endangering the welfare of a minor; operating a motor vehicle under the influence of a controlled substance, 1^st offense; no operator/moped license; and possession of marijuana.

Charles R. Cissell, 56, Hardinsburg, was indicted for 1^st degree wanton endangerment and operating a motor vehicle under the influence of a controlled substance/aggravating circumstances, 1^st offense.

Crystal A. Cundiff, 42, Irvington, was indicted on two counts of 3^rd degree assault/police officer; resisting arrest; and 3^rd degree attempted escape.

Katelynn M. Smith, 22, Irvington, was indicted on five counts of 1^st degree sodomy/victim under twelve; 1^st degree possession of a controlled substance(meth), 1^st offense; 1^st degree possession of opiates; and possession of marijuana.

Carl T. Waters, 44, Louisville, was indicted on two counts 1^st degree rape; two counts 1^st degree sodomy; and three counts 1^st degree sexual abuse.

Stephanie D. Vanmatre, 32, Cloverport, was indicted for 1^st degree possession of a controlled substance(meth), 1^st offense.

Christopher H. Wilson, 47, Lexington, was indicted for 1^st degree possession of a controlled substance(meth), 2^nd offense; 3^rd degree fleeing/evading police; and 2^nd degree promoting contraband.

James M. Hoskinson, 50, Elizabethtown, was indicted for flagrant non-support.
