Breckinridge County Judge Executive Maurice Lucas appointed Justin Frazier on Monday (8/5) as the new Breckinridge County Emergency Management Director. The action fills the vacancy that resulted after the retirement of Eric Vertress.
Frazier retired as a U.S. Army Special Operations Officer with a distinguished career directing combat, humanitarian, and emergency operations. He brings over two decades of leadership and planning in emergency response, interagency coordination, law enforcement support, and crisis mitigation. Frazier also was previously a JROTC instructor at Breckinridge County High School from 2023 until 2025.
Frazier’s appointment strengthens the county’s ability to plan, respond, and recover from emergencies with coordination across all levels.
