
Breckinridge County Fiscal Court met during a special called meeting Monday (6/23) morning to finish up business for the current fiscal year. Magistrates heard and approved the second reading of the 2025-26 $14.1 million proposed budget. They also approved a 2 percent increase to the Fiscal Court and Jail pay scales. The court heard a presentation from representatives of Air Evac related to a consensus member program that can be offered as an employee benefit. The county had previously participated in a payroll deduction program. The new program would cover the employee and each member of their household. After discussion, magistrates voted approving the program for the 106 full time employees.
Magistrates heard comments from Jim West with the Meadow Lake Community Association in requesting guidance on recently installed speed bumps on their county road. West said speeding has been a main concern voiced by the over forty residents over the past couple of years. He said the group purchased 4 speed bumps with 3 actually installed and have been effective so far. The group received a letter from the county about the bumps prompting the group to petition the county for resolve. After discussion, the court instructed County Attorney Nikki Anthony-Armes to draft a ordinance related to speed humps for county roadways.
County leaders heard the first reading of an ordinance which establishes provisions for Street Legal Special Purpose Vehicles. The local ordinance would allow such vehicles on county roadways if they meet the set qualifications mandated by the county and state to be street legal. Requirements include having windshields, and most functional equipment as regular motor vehicles. The special vehicles would have to be inspected by the county sheriff in order to obtain a special license plate to be displayed on the vehicle. During the discussion of the ordinance, 6th District Magistrate Branden Henning asked the proposed speed limit be changed from 35 to 55 mph for the vehicles Sheriff Billy Richardson asked if the court would include the vehicles must have a windshield in order pass inspection. The court will hear the second reading of the ordinance in July.
Magistrates approved resolutions related to correcting the County Road Maintenance Lengths and an interlocal agreement with the Lincoln Trail Workforce Development supporting and implementing the Workforce Innovation & Opportunity Act of 2014.
The court approved road material bids from Midway Petroleum, Asphalt Materials; Bluegrass Lumber & Hardware; Liters Quarry and Whitestone Quarry.
Fiscal Court members approved the Sheriff’s 2024 Tax Settlement pending audit and the 2023 Tax Settlement Audit which provided a clean opinion.
