4/15/2024—Magistrates received a copy of the proposed budget for the 2024/25 Fiscal Year at the regular meeting of Fiscal Court Monday morning.  The total proposed budget is $15,289,064.08.  The General Fund is $6,862,678.81; Road Fund: $3,110,503.88; Jail: $3,357,610.00; LGEA; $146,675.00; Federal Grants: $1,771,096.39; and Clerk Storage: $45,000.  Magistrate Shane Beavin asked that funds for the Cloverport Museum be increased from $250.00 to $1,000.00.  No action on the proposed budget was taken.

 

In other business, Magistrates approved a motion to bid for asphalt services and  divide road funds by the percentage of total mileage in each district.  The vote was 5-2, with Judge Executive Maurice Lucas and Sam Moore voting “no”.

 

Magistrates approved the second reading of an ordinance amending the current budget.  The amendment reflects an increase in receipts in the Jail Fund by $44,018.78 and the Road Fund by $527,937.43.

 

Magistrates approved a 3.4% cost of living pay increase for each magistrate retroactive to January 1, 2024.

 

Employee insurance renewal rates by Anthem/KACO were approved.  The rates increase by an average of 8.3%.  The Air Evac payroll deduction was approved  at no cost to the county.

 

Magistrates approved a motion to surplus one pick-up truck; two dump trucks; two plows, and a longarm.  They will be sold at auction.

 

The Sheriff’s Department Deputy Salary Schedule was approved.

 

The Court approved two resolutions: One will continue the transport of non-public school students.  The second resolution declares May 2 as a Day of Prayer in Breckinridge County.

 

Holly Gregory was reappointed to the Breckinridge Health Inc. Board of trustees representing the Fifth District.

 

A water line license for 603 Legrande Lane was approved.

 

Magistrates approved an agreement with Faspsych and the Detention Center for opioid and mental health counseling.  The monthly cost is $1,750.00 for five visits.  Each additional visit is $285.00.  Money from opioid settlement funds will fund the agreement.

 

The current Detention Center population is 185.

 

The Court approved a bid of $251.00 by Jeremy McManaway for the airport van.

 

Chassity Oquendo was appointed as Breckinridge County Tourism Director.

 

The Court approved the Extension District Board budget.

 

The Sheriff’s Department received 913 calls for service in March.

 

After a fifteen-minute executive session, the Court approved a motion to terminate Tera Wardrip from the Dispatch Center, effective April 15, 2024.

 

Several people addressed the Court.  Pat Henderson said the Soil Conservation District returned $2,689,607 to farmers in 2023.

 

Elena Wright, President of the Junior Chamber of Commerce asked magistrates to consider several options to reduce littering in the county.  One was to establish a tarp law.  Judge Lucas agreed that littering was a problem.

 

Cynthia Mandello asked the Court to establish safe shelters throughout the County during emergencies.  She said FEMA grants are available.  Judge Lucas said the only authorized shelter is the basement of the Court House.

 

Animal Shelter Director Nicole Shor reported that the shelter had received several grants for animal adoption, spay/neuter services, and vaccines.
