FRANKFORT — An effort to legalize medical marijuana in Kentucky cleared a first legislative hurdle on Tuesday after a Senate committee approved the measure on an 8-3 count. The measure heads to the Senate, where previous bills have stalled out. If approved, the measure would still need House approval with time running out in the short session.
